There are two lists for technical discussion on evolution and maintenance of
MSC:
mscexperts#sdl-forum.org
tsg17q15#ITU.int
The first list is controlled by the SDL Forum Society and is open to members
of the Society, ITU-T members and any expert the rapporteur for MSC wishes
to join to the list. The second list is controlled by ITU-T and (as far as I
am able to determine) is therefore open to experts that work for members or
who are "supported" by members.
Ideally everyone should be on the same list. This should ideally be the ITU
list as the ITU ultimately is responsible for publishing the standard - or
at least this is my view. As well is maintaining the list the ITU provides
an associated FTP site and it is possible to access the archive of emails
via the WWW. The SDL Forum also provides the same facilities, but access is
not so obvious.
The advantage of the mscexperts#sdl-forum.org list is that it is easier for
the rapporteur (or a nominated maintainer) to control membership, and also
the emails on the archive, and documents on the ftp site can be filtered
from time to time to remove items no longer needed. The ITU-T system handles
many more mailing lists and ftp site, but with the consequence that the
control needs to be tighter and is less flexible.
As it is, an author of an email has to post it to both lists to make sure
that every concerned expert sees it. This is only possible if the expert is
a member of both lists, and any expert who is a member of both lists
receives the email twice. Similarly, documents need to be posted on both FTP
sites to be available to everyone. In any case currently not all experts
have TIES accounts and cannot all access the ITU site.
It is probably technically possible to arrange the email lists so that a
message posted to one list is also automatically sent to the other list
without getting reflected back again (which would potentially cause
looping). To achieve this requires the ITU-T (and SDL Forum - but in this
case I am the chairman) to agree to this use of the lists.
An alternative that would be workable is to join all members of tsg17q15 to
mscexperts#sdl-forum.org, close the tsg17q15 list, arrange with ITU-T TSB
that emails to tsg17q15 are simply copied to mscexperts#sdl-forum.org and
any send any new requests to join tsg17q15 to mscexperts#sdl-forum.org.
What are the opinions of members of these lists about how it should and
could work?
