You are correct (of course), and in fact there is an error SDL-2000
definition here.

Strictly current definitive version is the ITU Version Z.100(11/99) with
corrections as defined by Z.100(11/99) Corrigendum 1 (12/01).

However, the SDL Forum has also published (for members only) a version (both
as a PDF and an MS Word file) that consolidates these two documents (and
adds some other useful features). In practice this is normally taken as the
authoritative version.

Earlier this month ITU-T started approval of an updated version of Z.100 and
the associated Z.106 document. The changes have been to incorporate
Corrigendum 1 into the ITU document (achieved by starting from the SDL Forum
document) and moving the parts of the grammar only used in SDL/PR to Z.106.
The result will be that the revised Z.100 describes the version of Z.100
used by most users (the graphical form).

The draft versions of these revised documents have been made available to
ITU-T SG17 members, and will be distributed by the ITU for approval soon.
The current draft is in ITU-T SG17 TD3021Rev2.doc.

The error you reported is in this document and therefore still needs fixing.
Such editorial corrections can be made during the approval process.
