Dear Colleagues,

At the last ITU-T SG17 meeting consent was given for this text to be submitted to the approval process.

However, the consented text was in LaTeX format and needed to be converted to MSWord format for the approval process, and it was also agreed that some final editorial checks and changes could be made before the text was submitted to the approval process. The original target was to have the text ready for the approval process by mid-October.

The editor (Thomas Weigert) is still working on the text. The text should be ready for final review by experts within the next week, and should be ready to submit to the AAP process at the end of October 2012.
